Person Centered Recovery Planning Implementation

In 2012, the Recovery Institute launched a pilot phase of Person Centered Recovery Planning implementation at two provider organizations in Texas. After the initial pilot, we will open the application process to other organizations and begin implementation at new sites. A focused interest in person centered planning emerged from the 2011 Recovery-Focused Learning Community sites and other work groups that were examining treatment planning throughout the state. The shift from a traditional treatment planning process to a Person-Centered Recovery Planning (PCRP) process requires essential, fundamental shifts in system, culture and practice transformation. These kinds of practice transformation efforts are viewed as a key strategy toward achieving the Texas Department of State Health Services Mental Health and Substance Abuse Division vision of “recovery and resilience for all”.

Person Centered Planning has been described as "a collaborative process resulting in a recovery oriented treatment plan; is directed by consumers and produced in partnership with care providers and natural supporters for treatment and recovery; and supports consumer preferences and a recovery orientation" (Neal Adams and Diane Grieder, 2005).

The PCRP implementation pilot project includes a change team within DSHS to address issues as they arise in policy, quality management, contract management, and other areas.  Widespread adoption of person centered recovery planning will be a multi-year effort, requiring an ongoing commitment of DSHS to this approach. Dr. Janis Tondora, faculty with the Yale Program on Recovery and Community Health, has been engaged as lead faculty and consultant on the PCRP implementation project and will be working in partnership with Via Hope and Texas Department of State Health Services staff to design and implement the initiative.
